JONATHAN
RUDNEY

EXECUTIVE CHAIRMAN, DIRECTOR

Over the course of his career, Mr. Rudney founded and has served in principal executive roles of several privately held oil and natural gas exploration and production companies. Collectively, his companies discovered over 50 million barrels of oil and 500 billion cubic feet of gas, with cumulative net revenues exceeding $1 billion.

Mr. Rudney has over 40 years of executive experience in all facets of the upstream oil and gas industry – both domestically and internationally. A company formed in 1986, Century Offshore Management Corporation (Century), of which Mr. Rudney was a co-founder, major shareholder and executive officer, was one of the early, successful independent exploration companies active offshore in the US Gulf of Mexico at the forefront of 3-D seismic acquisition and processing in the late 1980’s. At Century and successor companies, Mr. Rudney was responsible for executive management and operational oversight of both offshore and onshore financing, business development, exploration and production.

STEPHEN
BRUNNER

CHIEF EXECUTIVE OFFICER AND PRESIDENT, DIRECTOR

Mr. Brunner is a petroleum engineer and has managed and successfully divested two NYSE oil and gas companies. The first company sold for $3.5 billion and the second merged into a larger public company.

Mr. Brunner has over 40 years of international and domestic energy experience, with over 20 years in executive management and board roles of both public and private companies. Mr. Brunner has broad leadership experience in areas including exploration, engineering and operations, mergers and acquisitions and distressed company restructuring.

MARC THOMAS

PRESIDENT AND COO, NEXGEN
CARBON SOLUTIONS, DIRECTOR

Mr. Thomas has over 30 years of experience as a proven leader in operations effectiveness and strategic management.  He currently serves as President of the White House Fellows Foundation and is a Commissioner for the President’s Commission on White House Fellowships.

Since May 2023, Mr. Thomas has been the President and Chief Operating Officer of NexGen Carbon Solutions, LLC. Mr. Thomas was the CEO of WRAP Technologies, Inc., a publicly traded global public safety technology and services company that delivers modern policing solutions to law enforcement.  Prior to WRAP, Mr. Thomas owned and/or operated several Private Equity portfolio companies engaged in manufacturing.  Mr. Thomas was the former Chairman, President & CEO of General Electric Aviation Materials. Before joining GE, Mr. Thomas was an Engagement Manager with McKinsey & Company.

Mr. Thomas holds a BS in Civil & Environmental Engineering from Stanford University, an MBA from Columbia University Graduate School of Business, an MS in Industrial Engineering from Columbia University Graduate School of Engineering and a JD from the University of Texas School of Law at Austin.

Mr. Cohen is Vice Chairman of Horizon Energy Global. Mr. Cohen was a Founder of WRAP Technologies, Inc., which trades on the NASDAQ. WRAP is a global public safety technology and services company that delivers modern policing solutions to law enforcement. Mr. Cohen is also the sole Manager of V3 Capital Partners LLC, an investment company that makes direct investments on public and private companies.

Mr. Cohen has more than 20 years of experience in institutional asset management and capital market transactions. Mr. Cohen served as Principal and Portfolio Manager of the Iroquois Capital Opportunity Fund (ICO), a private equity fund which focused on investments in North American oil and gas. ICO’s equity and debt investments included SPVs engaged in leasing, operating, drilling and development of US oil and gas assets. Mr. Cohen also co-founded Iroquois Capital, a leading direct investment fund group which managed approximately $400M.  Prior to Iroquois Capital, Mr. Cohen founded a merchant bank which actively participated in structured investments in public companies. Mr. Cohen is active on public and private company boards.

STEVE BROWN

CHIEF FINANCIAL OFFICER

Mr. Brown is a senior business leader and finance executive with 38 years of client service, leadership, financial expertise and corporate governance credentials. As a former senior partner at Ernst & Young, he served complex multi-location clients in a variety of industries leveraging deep SEC skills developed through his extensive work on transactions including numerous IPOs, mergers and acquisitions, secondary offerings, public and private financing transactions, SEC comment letters and other technical matters. From 2020 to 2021, Mr. Brown served as interim Houston Office Managing Partner at Ernst & Young. His responsibilities included oversight of business operations, financial performance, marketing and personnel management. The Houston office had over $500 million in revenue with 1,700 professionals.

During his tenure as a partner at Ernst & Young Mr. Brown served in a variety of other leadership positions including serving on the Firm’s US and Global Advisory Councils as well as serving as an Assurance Leader in the Southwest Region. Mr. Brown began his career with Arthur Andersen and joined the partnership in 1997.

GRAHAM HEARD

MANAGING DIRECTOR, HORIZON ENERGY UNITED KINGDOM SUBSIDIARIES

Mr. Heard has over 45 years of experience as a petroleum geologist.

Since 2020, Mr. Heard has been the lead of the Company’s technical team in the United Kingdom focusing on its North Sea exploration program. Throughout his career, Mr. Heard has worked extensively on North Sea exploration and development projects as well as on international projects on a worldwide basis. Before retiring as Exploration and Technical Director of British independent Northern Petroleum in 2014, Mr. Heard had worked for a number of Canadian, American, British and Swedish independent oil companies.  Mr. Heard commenced his career with Arco Producing.

Mr. Heard holds an Honors Geology degree from London University and is a previous Chairman of the Petroleum Exploration Society of Great Britain.
