The senior executive leadership team is comprised of three highly experienced oil industry professionals, with backgrounds in executive management, finance, project origination, business development, field operations and engineering, both in the US and internationally, onshore, and offshore. The fourth member of the senior leadership team is highly experienced in fundraising and capital market development.
EXECUTIVE CHAIRMAN, DIRECTOR
Throughout his career, Mr. Rudney has founded and has been the executive manager of several private oil and gas companies. His companies discovered over 50 million barrels of oil and 500 billion cubic feet of gas, with cumulative net revenues exceeding $1 billion.

Mr. Rudney has over 40 years of executive experience in all facets of the upstream oil and gas industry – both domestically and internationally.
A company formed in 1986, Century Offshore Management Corporation (Century), of which Mr. Rudney was a co-founder, major shareholder and executive officer, was one of the early, successful independent exploration companies active offshore in the US Gulf of Mexico at the forefront of 3-D seismic acquisition and processing in the late 1980’s. At Century and successor companies, Mr. Rudney was responsible for executive management and operational oversight of both offshore and onshore financing, exploration and development.
CHIEF EXECUTIVE OFFICER, DIRECTOR
Mr. Brunner is a petroleum engineer and has managed and successfully divested two NYSE oil and gas companies. The first company sold for $3.5 billion and the second merged into a larger public company.

CHIEF OPERATING OFFICER
Mr. Thomas has over 30 years of experience as a proven leader in operations effectiveness and strategic management. He currently serves as President-Elect of the White House Fellows Foundation and is a Member of the Board of Directors of Horizons Health Senior Care Group.
Mr. Thomas was the CEO & Chief Government Affairs Officer of WRAP Technologies, Inc., a publicly traded global public safety technology and services company that delivers modern policing solutions to law enforcement.
Prior to WRAP, Mr. Thomas owned and/or operated several Private Equity portfolio companies engaged in manufacturing. Mr. Thomas is also a former Chairman, President & CEO of General Electric Aviation Materials where he designed and successfully implemented a turnaround strategy that rapidly grew the business by 163% in sales, and 467% in operating profits. Before joining GE, Mr. Thomas was an Engagement Manager with McKinsey & Company where he developed a $1 billion international liquefied natural gas business strategy for a major energy company and formulated an innovative marketing strategy for a major utility company facing deregulation that eventually improved annual revenues by almost $200 million.
In 1994, Mr. Thomas was appointed by the President of the United States as a White House Fellow and subsequently assigned to the Office of the Vice President as Special Advisor for National Security Affairs. While at the White House, Mr. Thomas’ portfolio included but was not limited to the Global Environment, Re-Inventing Government and International Business Development.
Mr. Thomas holds a BS in Civil & Environmental Engineering from Stanford University, an MBA from Columbia University Graduate School of Business, an MS in Industrial Engineering from Columbia University Graduate School of Engineering and a JD from the University of Texas School of Law at Austin.
Mr. Cohen is Vice Chairman of Horizon Energy Global. Mr. Cohen was a Founder of WRAP Technologies, Inc., which trades on the NASDAQ. WRAP is a global public safety technology and services company that delivers modern policing solutions to law enforcement. Mr. Cohen is also the sole Manager of V3 Capital Partners LLC, an investment company that makes direct investments on public and private companies.
Mr. Cohen has more than 20 years of experience in institutional asset management and capital market transactions. Mr. Cohen served as Principal and Portfolio Manager of the Iroquois Capital Opportunity Fund (ICO), a private equity fund which focused on investments in North American oil and gas. ICO’s equity and debt investments included SPVs engaged in leasing, operating, drilling and development of US oil and gas assets. Mr. Cohen also co-founded Iroquois Capital, a leading direct investment fund group which managed approximately $400M. Prior to Iroquois Capital, Mr. Cohen founded a merchant bank which actively participated in structured investments in public companies. Mr. Cohen is active on public and private company boards.
SENIOR FINANCIAL ADVISOR
Mr. Ulm has more than 30 years of experience in the energy industry with responsibilities including finance, accounting, strategic planning, M&A, business development, IT, ESG and risk management. Prior to joining Horizon Energy Global in August 2022, Mr. Ulm was Founder and Managing Partner of New Vista Advisory Group, a private consulting firm focused on strategic advisory services.
From 2017 to 2021, Mr. Ulm was the SVP and CFO of Callon Petroleum Company, a public E&P Company with total capitalization of over $5 billion. From 2015 to 2017, Mr. Ulm was the Founder and CEO of New Vista Energy Partners, a private E&P company focused on emerging resource. Previously, Mr. Ulm served as SVP and CFO for three private companies from 2008 to 2015.
From 1999 to 2008, Mr. Ulm served as SVP and CFO of Pogo Producing Company, a publicly traded oil and gas company which had substantial operations in both the US and international areas. From 1995 to 1999, Mr. Ulm was the Treasurer of Newfield Exploration Company. Earlier in his career, he held leadership roles with American Exploration Company and Tenneco Oil Company.
Mr. Ulm holds an BBA in Accounting and Master of Business Administration from the University of Texas at Austin.
